Cassidy Morris, Executive Director

Cassidy Morris is a wife, mother, and military veteran with a passion for service. After graduating from Berkeley County, WV, she joined active-duty military and later married her husband, Jared. She has accomplished her undergraduate degree at Shepherd University, graduate degree at American Military University, and is in the final stages of her doctorate degree in forensic psychology. Cassidy enjoys time with her family, being outdoors, and is a member of Independent Bible Church. She has worked with populations in corrections and mental health since 2014, and her desire is to develop dependable resources for the community that provide long-term results.

Rebecca Hall, Volunteer Coordinator

Becky Hall has been living in West Virginia for 37 years, after coming to Shepherd University from South Salem, NY to study social work. After graduating she worked for the state of West Virginia DHHR in Foster Care and Juvenile Probation. Shortly into her career she met her husband Carey Hall through youth ministry and were married in 1994. After their first daughter was born in 1995, she thought she had hung up her social work license, and the family was called to homeschool their children. After the next 15 years: five girls, and one son later, she picked her social work license back up, and began working with WV Birth to Three as a licensed social worker. The family have been active members of Fellowship Bible Church for 13 years. For much of that time Becky and Carey served as youth leaders, encouraging the teens in the church and their lives have always been forefront in their lives. Becky enjoys utilizing skills such as networking, problem solving, prioritizing and assisting others through the challenges of life. She chooses to seek God’s guidance and sustenance for living and strives to share that encouragement she receives with others to help strengthen them.

Bethany Hoy, Family Coach

Bethany Hoy is a family coach with a bachelor’s degree in Business Management from Western Governors University. As a wife, mother, and homeschooling parent, she brings both personal experience and professional insight to the families she supports. Bethany is passionate about helping parents build strong, healthy relationships within the home. Outside of working, she enjoys reading, spending time with her family, and serving in the youth ministry at IBC, where she’s an active member of the church.

Terry Smathers, Chairman of the Board

Terry Smathers is retired from over 30 years of government service from the Executive cadre at the Internal Revenue Service in Information Technology and management. In his retirement he and his Proverbs 31 wife, Peggy, are feeding their passion for hurting children and vulnerable families by serving on the Family Renewal Initiative board and spending 3 months each year in Bolivia building Christ-based relationships in a local orphanage. Terry is a long-time elder at Independent Bible Church, where he draws great encouragement, both from the teaching and his church family. He has borrowed his life motto from Appalachian Bible College which exists “because life is for service”.

Bryan DeOms, Vice Chair, Board Member

Bryan serves as Executive Pastor at Independent Bible Church where he brings a deep commitment to faith, family, and ministry. Bryan grew up in Stephens City, VA, in a Christian home, where his foundation in faith was first established. Married to his wife, Kendra, they are blessed with three children: Ben, Tyler, and Amanda. Ben and his wife, Delaney, have given Bryan and Kendra the joy of grandparenthood with their son, Waylon.

Bryan holds an undergraduate degree in Business Administration from Shenandoah University and a Master’s degree in Teaching from Johns Hopkins University, reflecting his dedication to both leadership and education. Before joining the IBC staff as Executive Pastor, Bryan dedicated 12 years to Christian education at Faith Christian Academy, where he invested in shaping the lives of students with biblical truth. 

Bryan has also served children through volunteer mission work at orphanages in Haiti and Thailand. As Jesus says in Matthew 25:40 – “Truly, I say to you, as you did it to one of the least of these my brothers, you did it to me.” Bryan is honored to be a part of FRI as we seek to be the hands and feet of Jesus in West Virginia.

David Marsh, Board Member

David Marsh is a CPA who spent 27 years with the Securities and Exchange Commission as a senior accountant. Prior to that, Dave spent 17 years in public and private companies, serving in various mid and senior level accounting positions. Dave is married with four grown children and four grandchildren. His family has dealt with various mental health issues, including depression and obsessive compulsive disorder. Dave knows the devastative effect these can have on family dynamics. He can appreciate the great need for medical, emotional and spiritual resources to come along side families. Dave primarily assists FRI with accounting and financial matters and he also hopes to use his experience to help families in need.

Mike Cushwa, Board Member

Mike joined the board after about 1.5 years of his family serving as an FRI host family. He is a member of Independent Bible Church and enjoys serving in its children and youth ministry. The Cushwa family has a heart for hospitality and for children in need in the Eastern Panhandle of West Virginia, where Mike grew up. He is a graduate of Hedgesville High School, Western Maryland College (now McDaniel), and has a master’s degree from the Johns Hopkins University School of Advanced International Studies (SAIS). He retired from the U.S. Army after a 22-year career, first as a UH-60 Blackhawk pilot, then as a Foreign Area Officer (FAO). He currently works in international business development for a large, privately-owned aerospace and defense company.

Dannetta Cochran, Board Member

Dannetta Cochran is a retired CPA with experience in both the public and private
sectors. She married Harry Young in 2010 after they had both lost a spouse to cancer.
Harry is retired from Shepherd University after 31 years in student administration. They
share 5 children, 13 grandchildren, and 5 great-grandchildren. Dannetta previously
served on the board of directors for both Care Pregnancy Center and Bethany Christian
Services. She has volunteered with Family Renewal Initiative since its inception.
Dannetta and Harry are part of a home fellowship where they are actively engaged in
ministry. They have also been active supporters of the Martinsburg Union Rescue
Mission. They believe God’s call to service is embodied in His Word and only by hiding
His Word in our hearts can we truly serve Him (Psalms 119:11).
